Un requerimiento mal formulado puede generar nulidades, observaciones de control, controversias contractuales o incluso la imposibilidad de ejecutar el procedimiento. Este art\u00edculo presenta los elementos esenciales para redactar requerimientos viables, verificables y alineados con la normativa peruana vigente, especialmente en el marco de la Ley N\u00ba 32069 y el Reglamento aprobado por el D.S. N\u00ba 009-2025-EF.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-16b0bf38d9ccb3e949a52d3e3eb60109\"><strong>1. Introducci\u00f3n:<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-e363096c7ee4e98162316be467e3ce5a\">En el ciclo de contrataci\u00f3n p\u00fablica, el requerimiento t\u00e9cnico cumple una funci\u00f3n estrat\u00e9gica: traduce una necesidad institucional en un objeto contractual concreto. Su correcta formulaci\u00f3n permite seleccionar adecuadamente al proveedor, garantizar la calidad del bien o servicio, y asegurar la trazabilidad del gasto p\u00fablico. Por ello, es fundamental que el requerimiento sea t\u00e9cnicamente viable, normativamente v\u00e1lido y operativamente ejecutable.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-3c625b6ffafe42e22361919161a7e886\"><strong>2. Marco normativo:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-49e81e0b553c34e718120457f6fa5907\">Ley N\u00ba 32069 \u2013 Ley General de Contrataciones P\u00fablicas (2025)<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-14521df5a8d5788f98449ae8353ceb32\">Reglamento aprobado por D.S. N.\u00ba 009-2025-EF<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-a8dc54d563680c4901735fdc4829648d\">Directiva N\u00ba 005-2021-OSCE\/CD \u2013 Disposiciones aplicables a la contrataci\u00f3n directa por monto<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-9a26414c2468b73f8838aa57db9d8d55\">Gu\u00eda Pr\u00e1ctica para la Formulaci\u00f3n del Requerimiento \u2013 OSCE (2024)<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-64691f1c7a7c61aba53cce30a44f39ea\">Manual de Usuario SEACE 3.0 \u2013 OSCE (2024)<\/li>\n<\/ul>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-ad0099451bacf3b6c41667957134a33c\"><strong>3. Elementos clave de un requerimiento viable:<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-b4f4d72f579e122a0804156dcef83982\"><strong>a. Vinculaci\u00f3n con el POI y el PAC<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-39e5d55ac04b9ed52e2ecaf25fe8efd2\">Todo requerimiento debe responder a una actividad operativa planificada y contar con presupuesto asignado.<br><em>Ejemplo<\/em>: Un servicio de mantenimiento debe estar vinculado al objetivo operativo de conservaci\u00f3n de infraestructura.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-c37345aefa3f424d65671fa6a506c506\"><strong>b. Definici\u00f3n clara del objeto contractual<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-0297846a77d36ccfb47cc46ee1cd302f\">Debe especificarse si se trata de bienes, servicios, consultor\u00edas u obras, evitando ambig\u00fcedades.<br><em>Ejemplo<\/em>: \u201cServicio de limpieza institucional por 12 meses\u201d es m\u00e1s claro que \u201ccontrataci\u00f3n de personal de limpieza\u201d.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-82576033d9ce428a93f51987a841a998\"><strong>c. Descripci\u00f3n t\u00e9cnica precisa y verificable<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-fd88bd2a101f22ffcf10195f0363b42c\">Las caracter\u00edsticas deben ser medibles, comparables y no direccionadas.<br><em>Ejemplo<\/em>: \u201cComputadora port\u00e1til con procesador m\u00ednimo Intel i5, 8GB RAM, disco SSD de 256GB\u201d.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-c3445fb3c6c26450e7edf5f18c5dd119\"><strong>d. Condiciones de entrega y ejecuci\u00f3n<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-5ff3ad8c38ba1152092cd37f4149d8fc\">Lugar, plazo, forma de entrega y condiciones de supervisi\u00f3n deben estar claramente indicadas.<br><em>Ejemplo<\/em>: \u201cEntrega en almac\u00e9n central, en un solo acto, dentro de los 10 d\u00edas h\u00e1biles posteriores a la firma del contrato\u201d.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-35947861d83d4c8faf986d7885b34f4f\"><strong>e. Formato estructurado seg\u00fan tipo de contrataci\u00f3n<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-0505bfb0f027f8ddd55ac36dc9f54f28\"><strong>Ficha t\u00e9cnica<\/strong> para bienes<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-117c14e1fad6a86eac7a0f4107ea34d8\"><strong>T\u00e9rminos de referencia (TDR)<\/strong> para servicios y consultor\u00edas<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-5be5a4770fa82868f5be13e696e97d67\"><strong>Especificaciones t\u00e9cnicas<\/strong> para obras y servicios especializados<\/li>\n<\/ul>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-095292088eb8186ff29e93e626490abd\"><strong>4.
